Section 2 - Roles and Responsibilities
2.1 President
1) Revise festival handbook annually with a committee.
2) Responsible for conferring with managers as to the procurement of conductors and
3) Arrange and preside over all district meetings and festivals.
4) Set agenda for district meetings 2 ½ weeks in advance and forward to district

2.2 President Elect
1) Assume Presidential duties at district meetings and festival in the absence of the

2.3 Past President
1) Maintain the ineligibility list

4) Attend both MS/HS auditions.
5) Establish a list of all music educators in the district (and their specialties) and ask
for volunteers to adjudicate at either or both auditions.
6) Assign adjudicators to areas of expertise, volunteers first, then by assignment.
7) Work with the Audition Hosts in scheduling rooms, assigning judges, etc.
8) At the auditions; supervise the Tabulation of scores. Set in place a check
and balance system that facilitates accurate scoring before director/student
notification.
9) Send all completed adjudication forms and information to the schools within 10
school days.
10) Work with Audition Host, Managers and Directors to keep an accurate database
of all scores, cut-offs, etc. for the purpose of substitution, if the need should arise.
2.4 Treasurer
1) Responsible for receiving all audition fees from the individual schools.
2) Sell admission tickets at festival concerts.
3) Attend all district meetings and festival concerts.
4) Provide detailed financial reports at each district meeting.
5) Provide payment for conductors and accompanist at each festival:
a) Conductor: $400, $0.50/mile
b) Accompanist: $100
6) Submit to the All State Scholarship Fund the sum of $200 annually, if fiscally viable.
7) Responsible for the maintaining of account numbers for music ordering and tax
exempt number.
8) Responsible for the disbursement of the district scholarship funds to the sum of $500
2.5 Secretary
1) Send meeting reminder and agenda to membership two weeks in advance.
2) Take minutes of all district meetings and mail them to the district music directors
within ten (10) days.
3) Update the district roster annually and mail to district music directors with the
minutes of the fall meeting. To include name, job position, school and home address,
school and home phone numbers, fax numbers, email addresses, etc.
4) Take attendance at each district meeting. Notify President if a music director is not
attending meetings and fulfilling responsibilities to the organization.
2.6 Festival Host
1) Festival Host volunteers his/her time for the festival.
2) Festival Host responsibilities:
a) Provide festival schedule for Directors 2 weeks in advance. Include rehearsal
assignment, concert attire, map of rehearsal areas, lunch information, cost of the
concerts, time of registration, departure times, etc.
b) Assign rehearsal areas; arrange transportation as necessary; provide an extra
rehearsal area, if needed; designate changing areas for conductors/accompanist/
c) Establish equipment needs from the group managers (i.e. percussion, choral/band
risers, acoustical shells, and the number of chairs needed for each group).
d) Provide estimate of any expenses before contracting to the District President for
e) Assign areas for teachers to supervise during concerts. Remind students, teachers
and managers they are not to leave performance space during concerts.
3) Make arrangements to have pianos tuned (both rehearsal and performance pianos).
Submit bill to District Treasurer.
4) Provide lunches for managers, accompanist, conductors, officers and hosts to be
paid by the District Treasurer. Have menu available for teachers to buy lunch
individually. All orders must be placed and paid by 10:00 AM at the registration

2.7 Audition Host
1) The Audition Host volunteers his/her time and school for the auditions.
2) Responsibilities:
a) Find rooms for the auditions. One room must include a piano or keyboard for jazz
sight-reading and a least one room with a piano, drum set and amplifier for bass
and guitar jazz auditions.
b) Set up monitor information desk at school entrance.
c) Provide map of the audition areas.
d) Take supper order for adjudicators and pick-up the food. Submit bill to Treasurer.
e) Work with past president, schedule audition times and inform teachers 2 weeks
prior to audition date.
f) Receive audition lists prior to audition, assigning times accordingly.
g) Audition registration forms received after the deadline will be scheduled at the
end of the audition schedule. Time will not be assigned and teachers must be
responsible for contacting the audition host for possible inclusion times.
h) Assign proctors to each hallway instructing them to control noise level and report
i) Remind adjudicators to arrive ½ hour before first audition and to be in their respective rooms 10 minutes prior to the start of auditions.
2.8 Ensemble Manager
1) Communicate with the conductor for:
a) Professional information to be printed in the program (Biography, program order
and ensemble personnel). This must be submitted to the Festival Host and President 3 weeks prior to the festival date.
b) Take Friday and Saturday lunch orders for you, conductor and accompanist.
c) Assist conductor in choosing music – send past programs as well as District Library List, All State and New England Libraries to the conductor. At least 2 selections must come from the lists or participating school libraries.
2) Order music for the ensemble, if needed. You must contact District President for
approval prior to ordering/purchasing new music. (Account numbers and tax exempt
number available from District Treasurer.) Upon new music arrival, it must be
labeled GREEN MOUNTAIN MUSIC DISTRICT before inclusion in student folders.
3) Contact Festival Host with the number of chairs needed for ensemble set-up. Arrive
at the festival site early to set-up and put student names on chairs in advance.
4) Pick up music after concert, sort in score order and return to the library or owner in a
timely manner.
5) Submit bills/receipts for music, mailings, phone, conductor transportation and meals
to Treasurer for reimbursement.
6) The manager is responsible for the actual operation of the group to include
procurement of percussion equipment, podium risers, stool, etc. and any unusual
instruments. (Truck rental covered by the District, if necessary.) Piano rental is the
Choral Manager’s responsibility.
7) The manager will stay with his/her group at all times during rehearsals or find an
appropriate substitute.
8) On request, procure permission from publishers to photocopy parts.
9) Assemble student folders with all information and a letter explaining their
responsibilities. This letter should inform students of dress, lunches, etc. Plus a
reminder that any problem/issue needs to be addressed with the local music director.
Students should not contact managers or guest conductors directly.
10) The manager will take attendance both days and report absentees to the District
11) Managers are expected to attend auditions for the purpose of helping with
the group selection process. Managers may have to meet the day following the auditions, if necessary, to finalize rosters. All adjudication forms will remain with the
audition chair and be mailed within 10 days to respective schools.
12) Ensure that guest conductor receives t-shirt and no other gift.
2.10 Music Director
1) Attendance at all District Meetings is expected. In the event of a conflict, contact
the President prior to the meeting date.
2) Responsible for the preparation of music by students for auditions and concert
festivals. The GREEN MOUNTAIN MUSIC DISTRICT V disclaims all liability
in actions resulting from the unlawful reproduction of parts and scores of music.
Directors are advised to acquaint themselves with the restraints and responsibilities
set forth in the federal statutes governing copyrights.
3) Responsible for the submission of all audition and acceptance fees to the District
Treasurer prior to each event. Student lists must accompany fees to the Treasurer
with a copy sent to the Audition/Festival Hosts.
4) Serve on 1 or more festival committees such as adjudicator, tabulator, festival host,
audition host, ensemble manager, home-school coordinator, officer, or website
5) Music Directors are expected to be at the festival rehearsal site at all times
chaperoning their students and assisting the managers.
6) Students lacking a chaperone will be denied the right to participate.
7) Distribute audition results to students, checking addition of scores and reporting any
errors to the Past President immediately.
8) Submit acceptance/medical forms signed by parents/guardians to ensemble managers.
Separate forms are needed for each ensemble.
9) Copy the audition form for each student and bring the form legibly completed to the
10) Music Director is responsible for the submission of documentation (from parent or
principal) for each student’s excused absence to the District President.
11) Directors must register all students on site each day of the festival at the Registration
Desk between 9:00 and 9:30 AM. This is important for accountability.
2.11 Adjudicator
1) Adjudicators should arrive 1/2 hour prior to first audition, register, and proceed to
meeting room with like judges. All adjudicators should be in respective rooms 10
minutes beforehand. REMEMBER to bring a copy of the audition music!!!
2) During this 1/2-hour judges should confer to pick sight-reading material and discuss
audition procedure. Like instrument will use the same materials.
3) Make the student feel comfortable.
4) Judges will do at least two combined adjudications at the beginning of the process
and every attempt will be made to have a third combined adjudication in the middle
of the process, for a check and balance.
5) Judges are asked to write 2-3 appropriate comments in legible handwriting.
6) Judges are asked to adhere to the allotted time frame.
7) Please bring your own pencils.
8) Please smile at the student, be positive, and thank the student.
9) Remember this is an educational endeavor, but you are not there to give a private
10)Judges are reminded that adjudication sheets will be picked up periodically
throughout the evening. It is not the judge’s job to tabulate the scores. Any ties will
be brought to your attention at the end of the evening.
11) In the case of a tie, the higher sight-reading score will be used to break the tie. If
further complications arise, the judge will be consulted. Choral scores may be

13) Thank you for your hard work and dedication to students.
2.11.1 Choral Adjudicator
1.) Adjudicators should arrive 1/2 hour prior to first audition, register, and proceed
to meeting room with like judges. All adjudicators should be in respective rooms 10
minutes beforehand. Choral judges: bring a blank adjudication form to use for the trial example.
2.) Choral judges: Bring a Pitch Pipe
3.) Choral judges please become familiar with the voice part you are singing
4.) In the event of an incomplete quartet, ALL auditionees from that school have the
option to enter the room ALL TOGETHER, and sing through the piece ONCE with the
appropriate vocal judge who is filling in the part.
2.11.2 Instrumental Adjudicator
1.) Remind the student of all three parts of the audition. (scales, solo, sight-reading)
2.) The student will be asked to play one of the required diatonic scales, tongued, in
appropriate rhythm. (See Audition Guidelines.)
3.) The judge will ask the student to choose another diatonic scale.
4.) The judge will ask the student to play the applicable chromatic scale in triplets
continuously slurred (trombones should play as smoothly as possible). In evaluation,
a) Triplet Rhythm
b) Slurred Articulation
c) Proper use of chromatic fingerings.
5.) Judges will evaluate the Solo according to the categories listed on the audition sheet.
6.) Judges should bring 3 copies of appropriate sight-reading material to the audition.
Sight-reading material should not be hand-written
7.) Students have only one attempt at sight-reading. There is to be NO repetition.
2.12 Scholarship Committee
Each year a committee will be appointed by the District, consisting of three (3) music
educators to serve on the Scholarship Committee.
Committee Responsibilities:
1) Read each application before the first District Festival.
2) Meet at the first District Festival to determine those applications that will be
considered as finalists.
3) Notify group managers of the need to interview finalists who are members of their
respective ensembles.
4) Interview will be limited to fifteen (15) minutes. If at all possible, the interview will
not be scheduled at a time that interferes with rehearsals.
5) After all finalists have been interviewed, the committee will meet to determine the
Winner(s). Official announcement of the winner(s) will be made at the second
District Festival, unless the winner will not be present.
6) Return all applications to the District President who will hold them for a period of
one (1) year (for reference only).
2.13 Home-schooled Students
7) A GMMD 5 Teacher will serve as Home-school Coordinator, whose duties will
include replying to requests for GMMD 5 information by referring students to the
GMMD website to download forms, collecting completed forms and fees, distributing
music, and keeping a roster of home-schooled audition and festival students.
8) Home-school students who play in a GMMD 5 ensemble must work through the
Home-school coordinator and follow all of the GMMD rules and dead lines.
9) If a home-school student plays in a GMMD 5 school ensemble, the student and
chaperone must register between 9:00-9:30am, and report to their ensemble director.
10) Home-school students who play in a GMMD 5 ensemble must be chaperoned at all
times by their parents or guardians. Students lacking a chaperone will be denied the
right to participate.
Section 3 – Festival Information and Procedures
3.1 Location
The festival could take place at any school that participates in the Green Mountain Music
Festival or at an area facility that can accommodate the performing groups. Currently,
both Festivals have a permanent home at College of St. Josephs in Rutland, VT.
3.2 Participation
3.2.1 Auditions
1.) All students who audition will perform before an adjudicator for an evaluation.
2.) Not all students will be guaranteed placement in a performance group. The top
audition scores for the instrumental category will be selected to fill the rosters of the
various groups involved in the festival. Only a pre-chosen number of participants will
be selected for the Jazz Ensemble. Those ineligible due to an insufficient score will not
participate: except that every effort will be made to accommodate any overly competitive
instrument category, so that no truly qualified student is excluded from participating.
3.) Absentee Policy for Auditions: A student may make up an audition with a live
performance before the appropriate adjudicator for their instrument/voice part within five
(5) school days. Only a death in the family or a doctor’s note will be allowed for a make
up audition. The student and/or school is responsible for informing the Audition Host of
their absence and scheduling a make up audition with the adjudicator.
3.2.2 Absentee Policy
In order for an absence from a festival to be excused (academic ineligibility, a VPA
sponsored event, illness or death in the family), the District President should be informed
prior to the festival. A note must accompany this request, signed by the parent and
principal. If the absence occurs on festival days without time for prior notification, a note
should be sent to the District President within 7(seven) days after the festival.
3.2.3 Rehearsal Attendance
100% attendance is required for all rehearsals. No student is to miss any rehearsal, or
portion thereof, from any District Festival unless approved by the District President,
Ensemble Managers and a quorum of over 50% of the Directors in attendance. An
absence without approval will result in that student being excluded from the festival and
may also result in exclusion from the next year's festivals as well.
3.2.4 Eligibility
A student who wishes to participate in a festival must be a participating member of a
Green Mountain District V Music Department or a homeschooled student with (an
agreement) with their town school’s music educator and abide by the policies of their
respective schools in regard to participation. In order to audition for an ensemble, a
student must participate in the same ensemble in school, unless that ensemble is NOT
offered in their school.
3.2.5 Ineligibility
If a student does not have an excused absence (academic ineligibility, VPA sponsored
event, illness or death in the family), and fails to attend the festival for which he/she
has signed an acceptance form, the student will not be eligible for participation in either
festival for the following year.
3.2.6 Fees
3.2.6a Audition Fees
Each participating school is required to pay a $5.00 Audition Fee per audition for each
student who auditions. The fee is paid with submission of names to the District Treasurer
with a duplicate copy of names sent to the Audition Host.
3.2.6b Festival Fees
Music Directors/Schools are required to submit a $15.00 Participation Fee for each
student selected. This includes the cost of dinner. A fee is due for each ensemble in
which a student participates. All fees are due to the Treasurer prior to each festival.
3.2.7 Lunch
Brown Bag lunches should be brought for Friday lunch.
Beverages should not be in glass containers.
3.2.8 Dinner
Teachers are required to purchase dinner tickets priced at $10.00 each for their students.
This is included in the $15.00 total fee for the festival. Dinner tickets for teachers may be
included at the time of acceptance, OR may be purchased at time of registration on the
day of the festival. No person will be allowed through the dining line without a ticket.
3.2.9 Transportation
Students participating in any festival MUST be transported by school transportation OR
parent. There are to be NO STUDENT DRIVERS. NO EXCEPTIONS!
3.3 Musical Ensembles
The following groups make up the District Music Festivals:
1) High School Symphonic Band Grades 9 – 12
2) High School S. A. T. B. Chorus Grades 9 – 12
3) High School Jazz Ensemble Grades 9 – 12
4) High School String Ensemble Grades 9 – 12
5) Middle School Symphonic Band Grades 6 – 8
6) Middle School Chorus Grades 6 – 8
7) Middle School Jazz Grades 6 – 8
8) Middle School String Ensemble Grades 6 – 8
• In the event that a High School Ensemble is not complete, 8th graders from within
the District or a teacher, will be considered as participants. Discretion is left up to the
manger and President.
• In the event that a Middle School Ensemble is not complete, a High School student
from within the District or a teacher, may be considered to fill the position.
Discretion is left up to the manager and President
• In the event there is no manager for an ensemble, the ensemble will be cancelled. An
alternative plan to include as many students as possible will be considered.
3.4 Music Preparation
1. The GMMD, VMEA, NEMFA, and consenting school music libraries will provide
music for each festival. New music will also be purchased by GMMD. (Complete
sets of parts are available on loan to any school from the GMMD, VMEA, and
NEMFA libraries). The purchase of ALL new music must be submitted to the
District President for prior approval.
2. Music must be returned to Ensemble Managers after the Festival Concert, who will
then return it to the library.
3.5 GMMD Library
1. The library is located at West Rutland School in the Music Department. The library is
open to all music teachers in the GMMD. It is requested that the following guidelines
be followed for use:
a) All music must be signed out on the sign-out sheet.
b) Estimated date of return must be noted.
c) Make sure you return the same number of copies you borrow or a replacement fee
will be assessed.
d) When borrowing band arrangements, please return them to the library in score
e) Be prompt about returning borrowed selections, so that others may use them.

f) All music being returned by Festival Managers should be in order and stamped.
Choral Managers should have music counted as well.
g) Do not file the music when you return it. Place in box provided.
h) Check your own school libraries to see if you have music that belongs to the

3.7 Festival Expectations
3.7.1 Teacher Responsibilities
The Music Teacher or Home School Chaperone must register all students between 9:00-
9:30am on the day of the festival. If there is a problem, contact the ensemble manager
before Friday or call the District President. Teachers will be present at all times during
the rehearsals. If they are unable to be present then they must have a chaperone and
notify the president as soon possible. Please refer to 2.10.
3.7.2 Student Responsibilities
A) Students are to be on time for all rehearsals and concerts. Students are required
to be at all rehearsals except in the case of illness or emergency. Infractions will
be reported to the District President, the student’s Music Teacher, and the student’s
school administration.
B) Students MUST remain at the Festival site at ALL times, and are not dismissed until
the concert is complete in its entirety.
C) Materials to bring:
1) Symphonic Band: Instrument, music, music stand, pencil.
2) Chorus: Music (in folder), pencil.
3) Jazz Ensemble: Instrument, music, music stand, pencil.
4) ALL: Accessories (reeds, oils, mutes, etc.), bag lunch, snacks, and water.
5) Students are responsible for knowing and observing festival rules.
1) Rehearsals: Comfortable, appropriate school clothes. N0 hats or gum.

3.9 Festival Cancellation
In the event of bad weather on Friday, the festival will take place on Saturday. The
decision to cancel the festival will be made by the District President, Past President
and President Elect by 1:00 PM the day preceding the festival. The President will be
responsible for contacting the music teachers, festival host(s) and ensemble managers
by email and or phone calls. Teachers are responsible for contacting their students to
notify them of the cancellation. Ensemble managers are responsible for contacting their
conductors and pianists.
Section 4 - Audition Guidelines
4.1 General
1) Teachers are required to notify perspective students of the audition date and site.
2) If a student cannot attend his/her audition due to illness or family death, he/she may
arrange for a videotape or special audition within 5 days, with the adjudicator, at the
discretion of the selection committee.
3) AUDITION SCORING: The scoring system used, ranks all instrumental audition
scores to determine participation based on Scales, Solo, and Sight Reading
4) AUDITION REQUIREMENTS
a) Only pre-registered students may take the audition. NO SUBSTITUTIONS
ALLOWED.
b) Each student MUST enter the audition room with the original copy of the etude or

4.2 Vocal (Middle School)
Each year a specific selection will be assigned for the audition. Every attempt will be
made to establish a 3-year rotating list, as is done instrumentally.
GUIDELINES
1) As with All State, the teacher may choose to raise or lower the given pitch of the
selection up to one whole step.
2) There will be two adjudicators per audition room.
3) Adjudicator(s) will provide beginning pitch using a pitch pipe.
4) Students will audition two at a time. (Each student will have an assigned

5) Students will sing through the song two times total without stopping (together once,
then break into two part round and sing one more time.)
6) Students should enter the room knowing who will be the first to sing when the round
7) If a school has only one student who auditions, either a student from another school
or one of the adjudicators may substitute.
8) Audition times for no more than one half the number of students auditioning will be
assigned per school (i.e. 12 students auditioning will be assigned 6 slots; 13 students
auditioning will get 7 slots, etc.). The one student who must audition twice (if
necessary) will be judged the first time only.
9) There is NO limit per school, as to the number of students accepted to the festival.
Every attempt will be made to accept at least one student (per school) provided he/
she scores a minimum of 60 points on the audition. The manager, on behalf of the
festival, reserves the right to adjust, if necessary.
4.3 Instrumental

4.3.3 Sight Reading
• Junior and Senior High instrumental students will be given a short phrase (8-
10 measures) to sight read for the adjudicator. The Adjudicator will provide the
sight-reading example.
• High School Jazz students will be given a short phrase (8-10 measures) in a
separate room, for a separate adjudicator. The Adjudicator will provide the sight-
reading example.
• Junior High Jazz students will be given a short phrase (8-10 measures) to sight
read for the adjudicator. The Adjudicator will provide the sight-reading example.

4.4 Jazz
4.4.1 Middle School
Students will audition individually for the Middle School District Jazz Ensemble. There
will be one judge and one stereo system available for the audition. There may be a
separate room with an additional judge for sight-reading.
General Audition Requirements Students must be prepared to do the following:

The rhythm will be: quarter notes for each pitch, except for the top pitch and last pitch
which will be half notes.
Minimum tempo: MM=100 for quarter note.
4) SIGHT-READING (20 points): Sight-read a section of Big Band Music.
SPECIAL INFORMATION FOR RHYTHM PLAYERS:
Drummers – special information:
1) Solo (40 points):
Play the rhythm of the melody on the snare drum alone; keeping time with other parts
of the set is permitted.
Keep time for one chorus as cd plays the tune.

6.4 Scholarship
6.4.1 Guidelines
The GMMD music Scholarship(s) will be awarded to students within the Green Mountain
Music District (VMEA District V) on a yearly basis. Each year, scholarship(s) will be
offered to deserving students from the District. The scholarship amount is determined by
Scholarship Committee and Treasurer based on available funds.
Scholarships are available to applicants who demonstrate an enthusiastic commitment
towards developing their musical skills at the high school level and/or are pursuing a
career in the field of music.
GUIDELINES FOR SCHOLARSHIP APPLICANTS
1) All applicants must be contributing members to their own school music program.
2) Scholarship requests may be made to assist with the following endeavors: private
lessons, attending music camp, upgrading an instrument or the pursuit of college
3) Applicants must be in grades 9 –12.
4) Applicants must have auditioned for one (1) of the District Senior High Ensembles in
the current year.
5) Applicants must complete:
a) Application Form
b) Submit three (3) letters of recommendation
i) School Music Director
ii) Private Teacher, if applicable (you may submit another music related person,
iii) Personal (preferably non-music related)
c) Essay including personal musical goals, what the scholarship will be used for (e.g.
financial need)
